I made the decision to only choose one villain per film or show. If there was ever a question of who it would be, I generally chose the primary antagonist of the hero in the third-act.

Keeping with the rules I established for my Marvel list, I only chose one villain per film or show. Steppenwolf ranks at No. 8 primarily for the Snyder Cut, he would rank lower without factoring that in and only going by the original Justice League.

With DC transitioning away from the DCEU, this ranking is now complete and will make way for the DCU beginning in 2024.
